The year is 2019. Neo-Tokyo is a city built upon the ruins of the old Japanese capital, destroyed after World War III. Japan is a country on the brink of collapse, plagued by constant political crises. Secretly, a team of scientists, under orders from the military, has resumed an experiment to find individuals who can control the ultimate weapon: a force known as 'absolute energy'. But the inhabitants of Neo-Tokyo have other things to worry about. One of them is Kaneda, a young gang leader of a biker gang. During a fight, his best friend, Tetsuo, suffers a strange accident and ends up hospitalized in a military facility. There, scientists discover that he possesses absolute energy. But Tetsuo, unwilling to become a guinea pig, will soon become the greatest threat the world has ever known.
